摘要完善行政问责机制对我国的经济发展、民主进步、社会稳定有重要的积极作用。但我国的行政问责机制才刚刚起步，在实践中暴露出问责主体结构不合理、权限不明、问责事由不全面、复出机制不完善、绩效问责缺失等问题亟待解决。出现这些问题的原因主要是法律体系不完善、政治体制中权责划分不清、行政道德建设滞后、问责文化土壤匮乏。本文提出明确权责划分、完善法律制度、强化异体问责、培育问责文化土壤、完善官员复出机制、健全绩效问责机制，以完善行政问责制的研究。43357

Research on the Defects of China’s Administrative Accountability System and its Perfection
Abstract
Perfecting the administrative accountability mechanism has an important and positive role in the economic development, democratic progress and social stability. But administrative accountability mechanism in our country has just started, in practice exposed that subject of accountability is not reasonable, jurisdiction is unclear, reasons for accountability is not comprehensive, return mechanism is not perfect, about lack of performance accountability to be solved. The main reasons for these problems are that the legal system is not perfect, the pision of responsibilities in the political system is not clear, administrative morality is lagging behind, and lack of accountability culture. This paper puts forward a clear pision of responsibilities, the perfection of legal system and allogeneic accountability,advocacy of accountability culture,the perfection of official return mechanism and accountability mechanisms to improve the administrative accountability system.
