摘要近年来,我国人口老龄化问题日益凸显,很显然,当前的法定退休年龄不适应社会发展形势的需要。延迟退休有利于人力资源的充分利用、减轻人口赡养率负担、弥补养老金缺口、实现男女平等。但是,在推出延迟退休政策的过程中存在很多方面的阻碍。一方面会对年轻人就业产生挤出效应,另一方面会加剧人们对政府的不信任程度。政府可以采取弹性退休、渐进退休、区别对待不同行业劳动者、推出与政策相关的奖惩制度等措施来解决这些问题。同时在政策实施前要做好宣传工作,政策实施的过程中要做好监督工作。调整退休年龄的关键一点就是如何在延长退休与兼顾人民群众普遍不赞成之间寻找一个平衡点。43177

Problems of Our Delay Retirement
Abstract In recent years, China's aging population has become increasingly prominent. Clearly, the current statutory retirement age can’t meet the needs of social development. Delay retirement is helpful to make full use of human resources, to alleviate the burden on the population dependency ratio, to make up for pension gap and and achieve gender equality. But there are many aspects hinder the launch of delay retirement policy during the process. On the one hand, it would crowd out the youth employment, on the other hand, it will increase the degree of distrust of the government. Governments can take flexible retirement, progressive retirement, differential treatment of workers in different sectors, the introduction of policy-related rewards and penalties and other measures to address these issues. At the same time, government should conduct propaganda well before the implementation of the policy and supervise well during the process of implementation of the policy. The key of adjusting the contradiction between the extension of retirement age and people’s general objection is to seek a balance.
