摘要在我国加强民主与法治建设的宏观状况下，基层在这方面也呈现出日益发展的态势，但由于诸多方面的限制，问题依然存在，主要为：法律制度不够全面、公民法律素质不高、法治实施的不够彻底、封建思想观念的影响、社会治安形势趋于复杂以及难以实现基层自治。文章通过对所在区域的实践调研，分析现今基层民主与法治建设取得的成绩和存在的问题，并通过法律和文化方面的措施以及强化法律地位、增强法治思想等方式以寻求其发展与改善的路径。观察改革以来中国基层民主的成长历程，我们发现：一方面，民主发展的社会基础迅速勃兴，诸多新力量正在成为民主化的巨大推动力，并且这种推动并不以相应体制安排的快慢为转移。另一方面，民主发展的本身正在急切地呼唤法治化进程加快。因为，现实生活中大量冲突显示，在法治力量供给不足的情况下，民主力量的成长将带来政治生活的失序乃至社会生活的混乱。46589
